Chiang Mai Driving License Guide 2026: DLT Office, Process & Tips
Complete guide to getting your Thai driving license in Chiang Mai. Covers the Hang Dong DLT office, Smart Queue booking, nearby clinics, accommodation for out-of-town applicants, scooter vs car decisions, local agent recommendations, and a full day-by-day timeline.
Chiang Mai offers one of the most pleasant experiences for obtaining a Thai driving license. Compared to Bangkok's teeming Chatuchak headquarters, the Chiang Mai DLT — particularly the Hang Dong (Mae Hia) branch — is smaller, calmer, and surrounded by the foothills of Doi Suthep rather than six lanes of Bangkok traffic. The staff are accustomed to the city's large expat population, English signage is present, and the process, while still bureaucratic, feels less like an endurance sport.
This guide covers everything you need to know about getting your license in Chiang Mai in 2026, from picking the right DLT branch to collecting your plastic card, with practical tips for out-of-town applicants who may need accommodation and transport.

Which Chiang Mai DLT Office?
Chiang Mai province has several DLT branches. For foreigners, the choice is straightforward: the Hang Dong (Mae Hia) branch is the primary office and the one where you are most likely to succeed without a Thai speaker accompanying you.
| Branch | Location | Foreigner Capacity | Crowd Level | Best For |
|---|---|---|---|---|
| **Hang Dong (Mae Hia)** — Office No. 2 | 192 Moo 7, Chiang Mai–Hangdong Rd, Mae Hia | Excellent — dedicated foreign counter | Moderate | All foreign applicants; first choice |
| Nong Hoi | Near Rajavithi Hospital | Good — some English-speaking staff | Low | Central city residents; shorter queues |
| Chom Thong | ~60 km south of city | Limited — foreign applications accepted but less experience | Very low | South Chiang Mai residents; renewal only |
| Mae Rim | North of city | Limited | Low | North Chiang Mai residents |
| Fang | ~150 km north of city | Minimal | Very low | Only if you live nearby; not worth the drive |
Bottom line: Go to Hang Dong. The foreign counter (Counter 27, 2nd Floor) processes non-Thai applications daily and the staff know the process. The alternative branches can work, but you risk encountering staff unfamiliar with foreign documents, visa types, or the residence certificate — and there is no guarantee someone will speak English.
The Main Office: Hang Dong (Mae Hia) Branch
Address
Chiang Mai Provincial Land Transport Office No. 2
192 Moo 7, Chiang Mai–Hangdong Road, Tambon Mae Hia, Amphoe Mueang, Chiang Mai 50100

Phone: 053-278-265
Office Hours
| Day | Hours |
|---|---|
| Monday – Friday | 8:30 AM – 4:30 PM (foreign counter opens ~8:30 AM, closes ~3:30 PM for new applications) |
| Saturday – Sunday | Closed |
| Public holidays | Closed |
Building Layout
The Hang Dong DLT is a modern, multi-story building with clear signage. Foreign applicants should head directly to the 2nd floor, Counter 27 (Foreign Applicant Counter). The physical tests are on the same floor or the floor above. The theory test computer lab is typically on the 3rd floor. The practical test course is outdoors behind the building.
Alternative Chiang Mai Branches
If Hang Dong is fully booked or you prefer a quieter experience, these branches are worth considering:
Nong Hoi Branch
Located near Rajavithi Hospital on the east side of the city, this branch is smaller and closer to the city center than Hang Dong. It processes foreign applications but has less dedicated foreign staffing. Some expats report shorter total wait times here compared to Hang Dong, especially on weekday afternoons. The trade-off: less English support and less institutional experience with foreign documents.
Chom Thong Branch
About an hour's drive south of Chiang Mai city, near Doi Inthanon. This branch is quiet — some days it processes fewer than 20 applicants total, foreign or Thai. Reports from expats suggest it handles renewals smoothly but may be less comfortable with first-time foreign applications. Worth considering if you live in the southern part of the province and value a queue-free experience. Call ahead (053-341-239) to confirm they can process your specific application type.
Mae Rim Branch
North of the city, this branch serves the Mae Rim, Mae Taeng, and surrounding districts. Foreign applications are accepted but uncommon. English support is minimal. Only recommended if you live in the area, have all documents perfectly in order, and can manage basic Thai or bring a translator.
Getting to Hang Dong DLT
From Chiang Mai Old City
| Transport Method | Time | Cost (THB) | Notes |
|---|---|---|---|
| Grab/Bolt | 15-25 min | 100-180 | Most convenient; drops you at the door |
| Songthaew (red truck) | 25-40 min | 30-50 | Flag one heading south on the Hang Dong road; may drop you 500m short |
| Tuk-tuk | 20-30 min | 150-250 | Negotiate price upfront; less comfortable |
| Own scooter | 15-25 min | ~20 (fuel) | Easy ride south on Route 108; free parking at DLT |
| Own car | 15-25 min | ~30 (fuel) | Free parking; lot rarely fills completely |
From Chiang Mai International Airport
The DLT is approximately 3 km from CNX airport. A Grab from the airport takes 5-10 minutes and costs 80-120 THB. If you are flying in specifically to get your license, the DLT is conveniently close.
DLT Smart Queue Appointment
Booking Process
Availability note: Chiang Mai DLT appointments are significantly easier to secure than Bangkok. Slots are typically available 1-4 weeks out rather than being booked solid a month in advance. However, if you need a specific date (e.g., you are visiting Chiang Mai for a short trip), book as early as possible.
Walk-In Policy in Chiang Mai
Chiang Mai DLT is more walk-in friendly than Bangkok. As of 2026, most foreign applicants report success walking in, particularly at Hang Dong branch, where the foreign counter accepts walk-ins daily. That said, the trend is toward mandatory booking, and an appointment guarantees your place. If walking in, arrive by 8:00 AM and proceed directly to Counter 27 on the 2nd floor.
Required Documents
The document requirements in Chiang Mai are identical to the national standard, but enforcement is slightly more relaxed. Here is your checklist:
Core Documents (All Applicants)
| Document | Original Needed? | Copies Needed | Validity Window |
|---|---|---|---|
| Passport | Yes | Photo page, visa page, latest entry stamp (2-3 copies each) | Must be current |
| Medical Certificate | Yes | 1 copy | 30 days from issue |
| Residence Certificate | Yes | 1 copy | 30 days from issue |
| DLT E-Learning Certificate | QR code screenshot or printout | 1 printout helpful | Complete within 90 days of application |
| Passport Photos | 2 photos | — | Recent (6 months), 4x6 cm, white background |
Additional for Foreign License Conversion
| Document | Details |
|---|---|
| Valid foreign driving license | Original + copy |
| International Driving Permit (IDP) | Original + copy (1968 Vienna Convention IDP only) |
| Or certified translation | If license not in English and no IDP available |
Sign everything in blue ink. Each photocopy must bear your signature in blue pen. This is a Thai bureaucratic convention that signals the copy is genuine and was made by you. Copies without blue-ink signatures are routinely rejected.
Residence Certificate in Chiang Mai
The residence certificate (Certificate of Residence) is the document most likely to cause delays. In Chiang Mai, your primary option is Chiang Mai Immigration.
Chiang Mai Immigration Office
| Detail | Information |
|---|---|
| **Address** | 71 Moo 3, Sanambin Road (Airport Road), Tambon Suthep, Amphoe Mueang, Chiang Mai 50200 |
| **Location** | Near the airport; about 5 km from the Old City |
| **Phone** | 053-142-788 |
| **Office hours** | Monday – Friday, 8:30 AM – 4:30 PM |
| **Foreign services** | 2nd Floor |
What You Need at Immigration
| Document | Details |
|---|---|
| Passport | Original |
| TM6 Departure Card | The small white card stapled in your passport |
| TM30 Receipt | Proof your landlord/hotel registered your stay. This is the single most common blocker — confirm it exists before you go. |
| Lease agreement or landlord documents | If your name is on a lease, bring it. If not, bring your landlord's house registration (Tabian Baan) copy and ID card copy. |
| Passport photos | 2 photos, 4x6 cm |
| Application form | Available at immigration; fill it on-site |
Processing Time and Cost
| Service Level | Cost (THB) | Processing Time |
|---|---|---|
| Standard | 60-200 | 2-3 weeks (mailed to you) |
| Express | 500 | Next working day (pick up at immigration) |
Strategy: Pay for express unless you have weeks to spare. The 500 THB next-day service is worth every baht. Go to immigration 2-3 days before your DLT appointment, pay for express, and collect the certificate the following day. This keeps your document validity window clean.
Alternative: Embassy Affidavit
If you hold a passport from the US, UK, Australia, or another country whose embassy provides notarial services, you can obtain a residence affidavit from your embassy or consulate in Chiang Mai. The US Consulate in Chiang Mai offers this service. Costs are higher than immigration (typically 1,800-3,000 THB equivalent) but the process is often faster and in English.
Alternative: Visa Agent
Chiang Mai has numerous visa agencies that can obtain a residence certificate on your behalf. Agencies popular with the expat community include:
| Agent | Approx. Cost (THB) | Turnaround |
|---|---|---|
| Colonel Visa | 1,000-1,500 | 1-3 days |
| Napa Visa Services | 1,200-1,800 | 1-2 days |
| Star Visa | 1,000-1,500 | 2-3 days |
| G.A.M. Legal | 1,500-2,500 | 1-2 days |
These agents handle the TM30 filing, immigration queuing, and document preparation. For an extra 500-1,000 THB, many offer an "escort service" where a staff member accompanies you to the DLT on appointment day.
Medical Certificate: Clinics Near the DLT
Medical certificates in Chiang Mai are cheap and easy to obtain. Any licensed clinic can issue the standard DLT medical certificate (ใบรับรองแพทย์สำหรับทำใบขับขี่).
Clinics Near Hang Dong DLT
| Clinic | Location | Cost (THB) | Wait | Notes |
|---|---|---|---|---|
| **Panipak Clinic** | Across from DLT, Hang Dong Rd | 50-150 | 5-10 min | The go-to clinic; literally across the road |
| **Lamduan Clinic** | ~500m from DLT on Hang Dong Rd | 100-200 | 5-15 min | Larger clinic; more thorough exam |
| **Hang Dong Hospital** | ~2 km from DLT | 200-300 | 20-40 min | Proper hospital; longer but more comprehensive |
Clinics in Chiang Mai City
| Clinic | Location | Cost (THB) | Notes |
|---|---|---|---|
| **Chiang Mai Ram Hospital** | Bunrueang Rit Rd | 300-500 | Private hospital; fast, English-speaking |
| **Lanna Hospital** | Superhighway Rd | 200-400 | Convenient for north/east city residents |
| **McCormick Hospital** | Kaew Nawarat Rd | 150-250 | Long-established; expat-friendly |
| **Nimman clinics** | Various, Nimmanhaemin area | 100-200 | Walk into almost any clinic; they all issue DLT certificates |
The medical exam is perfunctory. You will sit down, a nurse will take your blood pressure, weigh you, and ask if you have epilepsy, heart problems, or color blindness. The doctor signs the form. Total time: 5-15 minutes. There is no blood test, no vision test (that is done at the DLT), and no extensive physical examination.
The E-Learning Requirement
The DLT e-learning course (dlt-elearning.com) must be completed before your application. Four video modules totaling approximately one hour. The QR code displayed at completion must be shown to DLT staff.
Screenshot the completion QR code and also print it. Phone screens can fail or go blank at the wrong moment. A printed QR code guarantees you can present it even if your phone dies during the long wait at the DLT.
Day-by-Day Timeline
Here is how a well-prepared applicant's schedule typically unfolds in Chiang Mai:
Day 0: Preparation (Before Your Trip)
Day 1: Immigration + Medical (2-3 Days Before DLT)
Day 2: Collect Residence Certificate
Day 3: DLT Appointment Day
Total DLT time: 3-5 hours with an appointment and all documents in order. Walk-ins may take longer, especially on busy days (Monday, post-holiday periods).
Physical and Reflex Tests
The physical tests at Hang Dong DLT are conducted on the 2nd or 3rd floor. The process is quick and failure is rare for healthy adults.
| Test | Method | Pass Threshold |
|---|---|---|
| Color blindness | Ishihara plates — identify numbers in colored dots | Correct identification of basic patterns |
| Peripheral vision | Identify colored lights appearing at the edges of your visual field while staring forward | Identify all stimuli |
| Depth perception | Align two vertical rods so their tips match, using strings at a distance | Within acceptable margin |
| Reaction time (brake) | Press accelerator, then brake when red light appears | Within ~0.75 seconds |
The brake test is the only one where people occasionally stumble. Do not anticipate — wait for the red light and react naturally. The machine records your response time; there is no penalty for a single failed attempt; you will be asked to try again.
The Theory Test
Format
Content
| Category | Approx. Questions |
|---|---|
| Traffic signs and signals | 12-15 |
| Road rules, right-of-way, U-turns | 10-12 |
| Speed limits and penalties | 6-8 |
| Safe driving, seatbelts, helmets, alcohol | 6-8 |
| License classes, documentation, renewal | 4-5 |
Chiang Mai advantage: The testing room at Hang Dong is smaller and quieter than Bangkok's, with fewer simultaneous test-takers. It feels less like an exam factory and more like a library computer lab. This calmer environment can reduce test anxiety.
Retakes
Failed? Retake the same afternoon or any following working day. No fee for retakes. You have 90 days from document submission to pass.
The Practical Driving Test
The practical test at Hang Dong DLT takes place on the outdoor course behind the building. It is required only if you are a new applicant without a valid foreign license and IDP.
Car Test
| Element | What You Do |
|---|---|
| Straight-line forward and reverse | Drive between parallel lines without touching them |
| Parallel parking | Park within a marked bay between poles |
| Designated parking | Nose-in or reverse-in parking within a bay |
| Kerbside stop | Stop precisely at a designated marker |
Motorcycle (Scooter) Test
| Element | What You Do |
|---|---|
| Slow-speed balance ride | Ride slowly through a narrow pole course without putting foot down |
| Emergency braking | Accelerate and stop within a marked zone |
| Elevated plank ride (varies) | Ride along a narrow raised platform |
Vehicle Requirement
You must provide your own vehicle. If you do not have one, driving schools near the DLT rent vehicles specifically for test use:
| Vehicle | Rental Fee (Approx.) |
|---|---|
| Scooter (110-125cc) | 300-500 THB |
| Car (Honda City/Toyota Vios type) | 500-800 THB |
These operators are well-known to DLT staff and the arrangement is standard practice. The rental typically includes a brief practice session on the course before your test.
Retake Policy
If you fail, you must wait 3 business days before retaking. No retake fee.
Scooter vs Car: Which License?
Chiang Mai's geography and lifestyle make this a practical question. Here is a comparison:
Scooter (Motorcycle) License
| Pros | Cons |
|---|---|
| Essential for daily life in Chiang Mai — parking is everywhere, traffic is bypassable | Limited to motorcycles/scooters only |
| Lower cost: 105 THB for a 2-year license | Cannot legally drive a car |
| Practical test is generally easier | Injury risk is higher in accidents |
| Rental shops require it; police checkpoints are common | — |
Car License
| Pros | Cons |
|---|---|
| Covers car driving; safer in rain and on highways | Does not cover motorcycles (Thailand requires separate motorcycle endorsement) |
| Useful for road trips (Pai, Chiang Rai, Doi Inthanon) | Higher license fee: 205 THB |
| Air-conditioned comfort during hot/smoky season | Car rental costs more than scooter rental |
The Smart Choice: Get Both
If you are living in Chiang Mai long-term, get both licenses — car and motorcycle. The document duplication is the main hassle (you need two complete sets), but the process is otherwise combined: you take the theory test once, take separate practical tests, and pay separate fees. A single day at the DLT covers both.
Real-world reality in Chiang Mai: Most expats drive scooters for daily life (Nimman to Old City, grocery runs, café hopping) and use cars for road trips, rainy season, and airport runs. Having both licenses gives you maximum flexibility. If you can only get one, get the motorcycle license — it is harder to live in Chiang Mai without a scooter than without a car.
Accommodation Tips for Out-of-Town Applicants
If you are traveling to Chiang Mai specifically to get your license, here is where to stay and how to plan:
Where to Stay
| Area | Why | Example Hotels | Price Range (THB/night) |
|---|---|---|---|
| **Hang Dong / Airport area** | Closest to DLT and immigration; 5-10 min to both | B2 Airport, The Grand Napat, S48 Hotel | 500-1,200 |
| **Old City** | Central, pleasant, good food and coffee | Numerous guesthouses and boutique hotels | 600-2,500 |
| **Nimmanhaemin** | Trendy, expat-friendly, cafes and coworking spaces | Hotel Noir, Yesterday Hotel, Nimman Mai | 800-2,000 |
Recommended Itinerary: 4 Days in Chiang Mai
| Day | Morning | Afternoon |
|---|---|---|
| **Day 1 (Monday)** | Arrive. Check in. Complete DLT e-learning if not done. | Visit Panipak Clinic for medical certificate. Photocopy all passport pages. |
| **Day 2 (Tuesday)** | 8:30 AM: Chiang Mai Immigration — apply for residence certificate (express). | Explore Old City. Confirm DLT appointment. Study practice test questions. |
| **Day 3 (Wednesday)** | 8:30 AM: Collect residence certificate from immigration. | Relax. Study more practice questions. Prepare your document folder. |
| **Day 4 (Thursday)** | 7:45 AM: Arrive at Hang Dong DLT. Complete tests. Get license. | Celebrate at a Nimman café. Or, if needed, retake tests on Friday. |
Avoid Monday DLT appointments if possible. Monday is the busiest day after the weekend closure. Thursday appointments are ideal — the office is quieter, staff are less rushed, and you have Friday as a backup if you need to retake a test.
Local Agent Recommendations
Chiang Mai has a well-established ecosystem of visa and license agents serving the expat community. Here is what they offer and who to consider:
What Agents Provide
| Service | Typical Cost (THB) | Notes |
|---|---|---|
| Residence certificate procurement | 1,000-2,500 | Agent handles immigration on your behalf |
| Document preparation + review | 500-1,000 | Your file checked for errors before DLT submission |
| DLT escort service | 1,000-2,000 | Staff member accompanies you; navigates queues, translates |
| Full package (documents + escort) | 3,000-5,000 | End-to-end service; you still take tests yourself |
| DLT appointment booking | 300-500 | Agent books Smart Queue slot if the app is full |
Known Agents in Chiang Mai
| Agent | Contact Area | Reputation | Price Range |
|---|---|---|---|
| **Colonel Visa** | Multiple locations; popular with expats | Well-established; reliable | 1,000-3,000 |
| **Star Visa** | Near Chiang Mai University | Long-standing; experienced with DLT process | 1,000-2,500 |
| **Napa Visa Services** | Various | Good for document procurement | 1,200-3,500 |
| **CM Buddy** | Expats-focused service | Personal, English-fluent | Various |
Do you need an agent? If your documents are straightforward (valid non-immigrant visa, clear lease, TM30 filed) and you have basic English, you do not need an agent. The Hang Dong DLT process is navigable solo. Agents add the most value when: (a) your visa situation is unusual, (b) you have no TM30 and need one filed quickly, or (c) you want to minimize time spent and are willing to pay for convenience.

FAQ
How long does the Chiang Mai process take end to end?
With preparation: 3-4 days total (immigration day + collection day + DLT day + buffer). The DLT itself takes 3-5 hours on appointment day. If you use an agent for the residence certificate, reduce to 2 days (preparation + DLT day).
Is Chiang Mai easier than Bangkok for getting a license?
Yes, in most respects. The Hang Dong DLT is less crowded, the staff are relaxed with foreigners, parking is easier, and the testing environment is calmer. The trade-off: slots for the practical test can be limited, and you may need to provide your own vehicle. Bangkok's Chatuchak DLT has more institutional experience with edge cases but also more crowds.
Can I convert my home country license in Chiang Mai?
Yes. Bring your valid foreign license, an IDP (1968 convention), or a certified English translation. If your license is in English and from a recognized country (US, UK, Australia, EU, etc.), the practical test is typically waived. You still take the theory test and physical tests.
Can I do the whole thing in one day?
If you have all documents ready (including residence certificate and medical certificate) and have an appointment, yes — the DLT portion is one day. But the residence certificate requires a prior trip to immigration (or use of an agent), so the full end-to-end process from zero documents is at least 2-3 days.
What if I am on a tourist visa?
It is possible but you will receive a 2-year temporary license rather than a 5-year license. Chiang Mai DLT is one of the more accommodating offices for tourist visa applicants, but the experience varies by officer. Having all other documents perfect increases your chances of a smooth process.
Do I need to speak Thai?
No. The Hang Dong DLT foreign counter (Counter 27) has English-speaking staff. The theory test is available in English. The practical test instructions are given in Thai but the gestures are universal. If you are at a branch other than Hang Dong, English support may be more limited.
Should I get a scooter license even if I only drive a car?
If you live in Chiang Mai, yes. Scooters are the default transport mode for short trips. Police checkpoints targeting unlicensed riders are common, especially on the moat roads around the Old City and near Nimmanhaemin. Fines for no license are typically 500-1,000 THB per stop. The scooter license (105 THB) pays for itself after one avoided fine.
Can I use my Thai license in other ASEAN countries?
Yes. Under ASEAN mutual recognition agreements, a valid Thai driving license is accepted in all ASEAN member states without an IDP: Malaysia, Singapore, Vietnam, Cambodia, Laos, Myanmar, Indonesia, Philippines, Brunei. For travel outside ASEAN, you will need an International Driving Permit (issued at any DLT for 505 THB).
